Of course you can. But you will have a bad tasting beer without the preservative effects of the hops. Why risk jail time for that?

Why don't you try, we don't know if fermented canabis still has its effects.

You can put whatever you like in the wort, but if you replace the hops with cannibus, you will lose the bitter hoppy flavor that is one of the trademarks of beer. If you truly wish to make a cannibanoid beer, I encourage you to do so, but I would suggest you keep the hops, and use the stickiest, most flavorful buds you can find. More flavor is better than less.

I have had a few hemp beers before. They dont taste all that great. I would make sure to add hops though. Just put the cannibus in the boil.

Beers made with hemp seeds are processed with non THC based seeds, and they are crushed and added with the hops, malt and other ingredients in the "wort ", the first stage of the brewing process, actual use of cannibus would unless added when make the first cooked or hot wort stage have no affect, as the fermentation would kill the chemical that causes the buzz, it would be wasted.
